自己紹介と本ウェブサイトを始めた背景

私 Heeday Francis（ひで フランシス、雅号です）は
フリーランスの絵描き・ライターです。2021年5月現在、東京の
中野区に居住しています。

「ただの市民」
私は原子力技術者でもなければ、核抑止論
などの専門家でもありません。
しかし、核発電（原子力発電）も核兵器も
使用されればもちろん、建設や配備段階でも
間接的に多数の市民に影響を及ぼすもの
ですから、「ただの市民」が声をあげる
必要も資格もあると考えています。
特に私の場合、
・ 80年代後半に 当時新宿にあったクリエイティブ
エージェンシーのクリエイティブ ディレクターを
していたころ、エネルギー庁関係の仕事で原発広報の仕事も扱っていた。
そうした仕事の中で、原発に関してあれこれ学ぶことになったが、その結果、1990年ごろから今まで、一貫して原発には反対してきた。
・ 1991年にフリーランサーに転じた後も、ときおり核発電（原発）関連の広報の仕事を受けていた。ただし、「フェアな姿勢」のもの、つまり反原発派とも対話していこうという態度のものに限った。
・ 2011年3月以降、最近まで、反核発電の市民団体などと
いっしょに活動してきた。
といった経験があります。
「発電と兵器」
そうした体験の中で、日本の反核発電運動に独自の特性などを感じていました。
その特徴の1つが、
・ どうもこの国では、「反核兵器」運動と「反原発」運動とが分離しており、
「兵器と発電の不可分性」があまり認識されていない
ということですね。
福島第一がメルトダウンを始めてから、もう10年近くになります。
核発電問題を取り上げる活動などしていると、一部の人たちから、「まだ、そんなことやってるの！？」とさえ言われる始末です。
しかし現実には、地球上に核兵器というあってはならないものが存在している限り、原発の大事故があろうがなかろうが、核兵器と不可分の核発電も、問題にせざるを得ないはずです。
カレントな問題
今年、2020年の夏にも、イランのナタンツにある核施設その他で爆発があり、イスラエルの関与が疑われていました。「核施設」という場合、「兵器工場」では「表面上は」ないものの、じつはウラニウムを「発電グレード」を超えて濃縮していたりする場合もございます。別にイスラエルのサイドについているわけじゃなくて、そのイスラエルも「化学肥料工場だ、繊維工場だ」という名目で地下の核施設を運営していましたよね。モルデカイ ヴァヌーヌという技術者の方が、80年代にそれを暴露したのはよく知られています。
そこで、「核兵器と核発電の不可分性」を踏まえて両方の廃絶を目指す運動が、日本でも根付いてほしいと願い、本ウェブサイトを始めることにしたのです。

Heeday’s self-introduction, and why I kicked off this website
I, Heeday Francis (my name as a painter), have been a freelance painter and linguist (English and Japanese). As of September 2020, I live in Nishi-Tokyo, Tokyo.
“Just another citizen”
I am not a nuclear engineer. Nor am I an expert in nuclear deterrence theories, etc.
Still, both nuclear power plants and weapons seriously affect countless citizens, not just when they are used but even when they are constructed or deployed. “Just ordinary citizens,” therefore, have all the rights and necessity to raise their voices about nukes.
Especially, in my case,
– When I served a certain creative agency located in Shinjuku, Tokyo, back in the late 1980s, I was involved in nuclear power publicities, especially for new implementations of nuclear power plants, for Japan’s Agency for Natural Resources and Energy.
– After I became a freelancer in 1991, occasionally I worked on some publicity jobs of nuclear power.
– Since March 2011, when Fukushima Daiichi began melting down, I’ve been working together with some anti-nuke citizen groups, etc.
“Weapons and power”
Those experiences have made me feel some characteristics peculiar to Japan’s anti-nuke citizen movements.
One such characteristic is that
– In this country, “anti-nuclear weapons” movements and “anti-nuclear power” moves have been not well integrated with each other. Many citizens are still not familiar with the plain factual “inseparability between nuclear weapons and power”.
Almost a decade has passed since Fukushima Daiichi began its meltdown.
As I am involved in some anti-nuke activities, some people even say, “Hey, you’re STILL engaged in things like that!?”
The plain fact is that, however, as long as our planet has on it something that must not exist — nuclear weapons — we simply have to try to abolish another something that is inseparable from such weapons, namely, nuclear power.
It’s a “current” issue
This summer (2020), there were explosions at some Iranian nuclear facilities, including but not limited to the one in Natanz. Israeli involvement was suspected. A “nuclear facility” might not look like a “weapon plant” on the surface, but it can actually enrich uranium beyond the “reactor grade.”
I have no intention to take sides with Israel. Actually, Israel was running an underground nuclear weapon facility under the cover of “a fertilizer plant, a textile plant”. An engineer named Mordechai Vanunu exposed the fact back in the 80s, as you probably know.
Therefore, hoping that some movements to counteract BOTH nuclear power and weapons will take root and blossom in Japan as well, I kicked off this website.
